Crowd-sourcing our second federal law at DK: Round 2. #BlackLivesMatter, #NotALEC, #STDDs

President Obama signs Affordable Care Act
We start by crowd-sourcing our Law Enforcement Documentation Act of 2016,
and ultimately a President will sign it into law.

This week's report on the so-called "investigation" of Tamir Rice's death with the so-called "prosecutor's" release of the reports by the so-called "independent experts" that found the shooting of Tamir Rice so-called "reasonable" highlights the urgency of changing our laws about the kinds of police actions we citizens will accept.  When police can shoot and kill anyone who allegedly "reaches" for his or her waistband, we are all in trouble.  Where do people naturally rest their hands?

As we said last week:

You are cordially invited to help us perfect our second crowd-sourced federal law. We need you to proofread, point out internal contradictions, and, perhaps the most important, answer the question "What's missing?"

As you may know, the Daily Kos group Support the Dream Defenders crowd-sourced a federal law about a year ago, the Michael Brown Over-Policed Rights Act. After we completed it with the support of over 700 Kossacks, our law was endorsed by the NAACP and the ACLU, and pieces of our law later appeared in a federal law and in Justice Department reports on over-policing.

Last year's law required seven or eight weeks to finalize. With your help, we could perfect this law soon.

For non-lawyers, rebuttable presumption, rebuttable presumption, and rebuttable presumption. ;o)

Summary of the Law Enforcement Documentation Act of 2016

The LEDA addresses the following:

  • Reporting to the general public when force is used by police.
  • Providing data for a national database that tracks use of force by police.
  • No longer allowing law enforcement officers (and the police force that they work for) to avoid answering for their mistakes.
  • The current lack of reporting on policing statistics (especially regarding race and force, both lethal and non-lethal).
  • Excessive use of force in policing.
  • Identification of problem individuals or police forces before they result in repeated injuries or deaths of US citizens.
  • Elimination of weapons for police being investigated for problematic and/or repeated incidents.
  • Prosecuting of police officers that abuse their mission of serving and protecting the community they police.
